Posle još jednog medjunarodnog incidenta u koji su Osvetnici bili umešani i u kome je došlo do kolateralne štete, raste politički pritisak da se uspostavi sistem odgovornosti i upravljačko telo koje će odlučivati kada tim treba da bude angažovan. Novi „status kvo“ deli Osvetnike dok pokušavaju da zaštite svet od novog opakog zlikovca.
